A: The Ministry of Ecology and Environment has issued the Directory for the Classification and Management of Pollutant Discharge Permits of Fixed Sources (2019 edition) (hereinafter referred to as the Directory 2019), which specifies the scope and management categories of industries with fixed sources that are subject to the management of pollutant discharge permits. Pollutant discharge permit management is divided into three categories: key management, simplified management and registration management. Among them, pollutant discharge units that are included in key management and simplified management should apply for pollutant discharge permits on time according to law; Pollutant discharge units incorporated into the registration management shall carry out pollutant discharge registration on time.
The classification of management categories in the 2019 Edition of the Directory is based on factors such as the amount of pollutants produced, the amount of emissions, and the degree of impact on the environment.
(1) The pollutants-discharging units that produce and discharge pollutants or have a greater impact on the environment shall be subject to key management of pollutants-discharging permits;
(2) For pollutants-emitting units that have less impact on the environment and the amount of pollutants produced, discharged, the simplified management of pollutant discharge permits shall be implemented;
(3) The pollutant discharge registration management shall be implemented for the pollutant production and discharge units that have little impact on the environment.
